REQUEST FOR SEALED BIDS: The Casper Housing Authority is requesting Sealed Bids from qualified General Contractors for the construction of an adaptive re-use of an existing school building called Willard Elementary (located at 129 N. Elk St. Casper WY) into a new project called “Casper Housing Authority Offices & Wildwood Early Learning Center”. The project is a change of use from an Elementary School to Offices and Day Care Facility.
This project is partially funded by a CDBG grant. This project does require Davis-Bacon Federal wage rates. Each bidder will be required to be registered with the Wyoming Department of Labor.

A Mandatory Pre-Bid Meeting is required for all General Contractors and will be held on Wednesday, July 10, 2024 at 2 p.m. MT at the project site: 129 North Elk Street Casper WY 82601. Bids will not be accepted from contractors not in attendance. Questions requiring a bid clarification response shall be received no later than 12:00 p.m. (noon) July 17th, 2024.
Sealed Bids are due no later than 3p.m. on TUESDAY, July 30, 2024 at the Casper Housing Authority, Office of Executive Management 140 East K Street, Casper WY 82601 and will then be read aloud at said office at 3:05 p.m. Late bids or bids postmarked, but received after the deadline will not be accepted. All BIDS shall be submitted on the form(s) provided within the Contract Documents. Each bid and qualification statement shall be placed in a sealed envelope (or package) marked “Sealed Bid ATTN Kim Summerall-Wright”. The sealed envelope (or package) shall include the project name, due date and the name of the bidder clearly marked on the outside of the envelope (or package). The bids must be accompanied by a Bid Bond in the amount of five percent (5%) of the total bid. The successful bidder will be required to post Performance and Payment Bonds in the amount of one hundred percent (100%) of the amount bid. Bids may not be withdrawn for a period of sixty (60) days after opening. It is to be understood that the OWNER may reject any and all bids, make substitutions, and waive any informalities and technicalities as will be in their best interest. The 5% preference for Wyoming Resident Contractors WILL BE in effect.

Plans are available. A PDF format will be available via Dropbox link. Digital copies burned to a “flash drive” can be provided and mailed for a fee of $50.00. No hard copies of the plans and specifications will be provided.
